CULTURAL SOVEREIGNTY OF THE COUNTRY: THE ROLE OF ECOLOGICAL CULTURE
The paper considers the concept of the country\'s cultural sovereignty and the ways of its ensuring protection of Russian society from external ideological expansion and destructive information and psychological influence, on the one hand, and the creation of the system for spiritual, moral and patriotic education of citizens, introduction of spiritual and moral development into the system of education, youth and national policy, expansion of cultural and educational activity, on the other hand. The contribution to the cultural sovereignty of the country to improve the system of environmental education and awareness of the ecological culture formation is justified, the strategic direction of updating their contents is determined.

ENVIRONMENTAL SAFETY: INFORMATIONAL AND BIOENERGETIC ASPECTS OF THE ECOLOGICAL CULTURE OF SOCIETY
The analysis of informational and bioenergetic aspects of the problem of formation of ecological culture of modern society and its role in the strategy of ensuring global security of civilization development in the XXI century is carried out. It is shown that in the conditions of digital transformation of the anthropoecosystem, ecological culture acquires a new content. It should be based on an adequate understanding of the fundamental laws of the development of nature, man and society, in which the laws of the manifestation of information in various spheres of reality play an important role. The directions of research necessary to ensure the environmental safety of Russia are determined.
There have been many evacuees suffering from the accident at TEPCO\\\'s Fukushima 1st Nuclear Power Plant (NPP) since 2011. The evacuation zones have been set up by the government according to the level of radiation dose. The Nuclear Damage Dispute Review Panel published interim guidelines with regard to these zones. Normally, the evacuation zone and the compensation are completely different (fighting the widespread damage and the invisible fear of radioactive materials). However, when awarding damages, the government relied these interim guidelines. This made a division among victims of the Fukushima Accident. And this system has resulted in a relief gap between evacuees; relief gap means between residents living in areas covered by the interim guidelines for compensation and the rest of the population. This article will focus on a case in which the court awarded compensation for evacuees according to a different standard than the interim guidelines (legal interests specific to the Fukushima Accident). As a result the courts have recognized compensation more widely than the interim guidelines. In particular, it is remarkable that the court affirmed compensation for voluntary evacuees. The negligence of TEPCO and the consideration on the possibility of increasing the amount of mental damage are main focused in NPP accident cases in this study. N. MOISEEV AND THE RETURN TO THE PRINCIPLES OF EPIDEMIC HYGIENE IN PANDEMICS
Academician N.Moiseev recognized that the survival of mankind can only be ensured if the biological principles of the habitats necessary for this are sustainably taken into account. Therefore, he promoted the education of as many people as possible, so that each individual is enabled to direct his behavior in such a way that the ecological requirements are not left out for lack of appropriate knowledge. This leads to two conclusions, e. g. for epidemics: To take into account the roots of the emergence of new pathogens and to disseminate the principles of biological relationships as generally as possible. Therefore, the principles of epidemic hygiene and their psychosociocultural interdependencies were presented. It becomes clear that a distinction must be made between the fight against the epidemic — and thus against the pathogen — and the fight against the consequences of the penetration of the pathogen into the organism, i. e. against the infectious disease and its indirect consequences. The transition of these two process areas ALWAYS takes place in individual persons, thus is always decided by the individual process. In a pandemic, a large number of people around the world go through this process individually at the same time. A pandemic is nota tsunami that hits everyone just because he is there. The individual characteristics, which can be strengthened and weakened in a variety of ways, even in the short term, are decisive for whether contact with a carrier leads to contamination of the mucous cells of the respiratory tract or not, whether the pathogens are destroyed thanks to the resistance of the nonspecific defenses or can still penetrate the body (infection in the real sense), and whether others can already be infected in this phase. Even a fight against contact between infected and infectious persons, no matter how differentiated, therefore only leads to a temporary reduction in new cases, but neither lowers susceptibility nor contributes to the destruction of the pathogens. Antibodies can only act where they are, i. e., only when the pathogens have entered the organism, but not in the extracorporeal space of the respiratory tract. Therefore, intramuscularly vaccinated persons and persons recovered from COVID19 can be reinfected, pass the germs on to third parties and thus contribute to the spread of the epidemic. If one wants to limit the spread of the pathogens, one must strive to lower the susceptibility, e.g. by strengthening and supporting the natural extracorporeal defense and to killthe pathogens and thus to lower their chance to penetrate the organism. This is also the method of choice in the fight against new mutants. The possibilities of fighting against the spread of pathogens have been largely neglected so far. It is pretended that the fight against the consequences of the epidemic is identical to the fight against the epidemic. PASSIVE HYPERTHERMIA IS A PROMISING «EXERCISE MIMETIC» FOR THE ELDERLY
Extending a healthy life of a modern person and slowing down the development of ageing processes is an urgent problem for public health and all social institutions. In a broader sense, it refers to the formation of a culture of health as one of the main components of the ecological culture of modern man. Obviously, it is the crisis of ecological culture as a whole that is the cause of the unfolding civilizational rift and the degradation of anthropoecosystems. At the individual level, it is pos sible to slow down aging processes by modifying lifestyle, regular physical activity, many effects of which are associated with the production of special peptides — myokines by active muscles. Given the limitations of sufficient physical activity in the elderly, it is important to develop methods that can complement and enhance the effects of physical activity. The use of myokine based pharmacological agents has little scientific evidence. This paper discusses the rationale and evidence base for passive hyperthermia/regular heating of the human body as a «mimetics of physical activity». The evidence for the efficacy and safety of the method, including the induction of myokine secretion — irisin and BDNF — and their positive morphofunctional effects, as well as the potential challenges and prospects for the use of passive hyperthermia in the elderly are presented. The paper considers a section of the A. L. Chizhevsky\'s concept of solarterrestrial relations — ideas about the patterns of the historical process and the structure of the historiometric cycle. Relevant for the analysis and forecast of social dynamics in Russia in 2021–2022, the features of the current — the second phase of the cycle are outlined. To activate destructive processes in society, a mechanism for rapid social transformations is proposed. USE OF MAGVORTEX TECHNOLOGY IN CIRCULAR ECONOMY FOR REDUCING CO2 EMISSIONS
The authors have developed and tested a new technology to reduce fuel consumption in internal combustion engines and reduce CO2 emissions into the atmosphere. The technology is based on the magnetic processing of fuel supplied to internal combustion engines using a patented threedimensional magnetic matrix system. The technology allowed to obtain a positive result when tested on road transport, which allowed the authors to recommend its use in the «circular economy» as an intermediate step in the transition from hydrocarbon fuels to «green technologies».
PILOT STUDY ON CREATING AN URBAN ENVIRONMENT THAT CONTROLS THE SPREAD OF VIRUS
According to findings to date, appropriate measures for prevention and treatment concerning the novel coronavirus Covid 19, have been based on medicine. The author however noted that it is necessary to not only depend on medical treatments, but also to harness the power of nature to full advantage such as circulation of the atmosphere and mutual interference inthe ecosystem by focusing on densely populated urban environments, to control viral outbreaks and their diffusion. This pilot study therefore presents a new view by shifting the perspective on the urban environment beyond that of medicine to mitigate the spread of virus. THE FLOOD IN THE AHR VALLEY DISASTROUS FOR LIVE AND GOODS
The paper described the flood in the Ahr Valley in summer 2021. After some instructional words of the geography and the hydrology, the economical aspects of different communities are discussed. The Ahr Valley has a long history in floods dating back to the year 1348. A short introduction in hydrometry, data processing and statistical estimation of flood with various return period the extreme flood are described. During these flood, many building, houses and infrastructure are damaged or distroyed. The question, how could these happened will also be treated. HYPERBOREA IN ANCIENT AND INDO
In the article, relying on ancient written sources, the IndoPersian mythological tradition, a new view was put forward on the ancient history of the Caspian Sea and the Caspian Oikoumene. The historical and geographical realities of the existence of Hyperborea on the coast of the Middle Caspian, the Gulf of the Northern Ocean (Ocean of Milk) and the island of Hyperboreans on the Mangyshlak threshold were established.
The article gives a brief history of the development and implementation of the idea of education for sustainable development as a global goal of modern humanity. Based on the methodological comparison of environmental education and education for sustainable development, the shift of emphasis in the world educational paradigm from environmental education to the greening of education based on the humanization and humanization of environmental knowledge is shown. ON TOPICAL ISSUES OF IMPROVING PROFESSIONAL TEACHER EDUCATION
The article outlines the current issues of teacher training in different areas of education. The main emphasis is placed on the contradictions in the implementation of teaching activities by specialists who do not have professional pedagogical training, staff shortage and the accelerated growth of social demand for pedagogical services. An analysis of the updated regulatory framework in the field of personnel development of the education system and the preliminary results of pedagogical universities within the approved Concept of Pedagogical Staff Training are presented. Particular attention is paid to the current state and prospects of preprofessional education in high schools. Based on the retrospective of the domestic practices of XVIIIXX centuries, the main points of growth and modern possibilities of introducing a set of psychological and pedagogical disciplines into the basic general education program were identified. This article discusses the specifics of older adolescents culture of communication, taking into account some trends in its transformation in a focused educational process. It is explained the possibility of using the casestudy technology and the potential of the social network VКontakte in the educational process and the results of an experiment conducted in the 9th grade of a secondary school in English classes are presented. The analysis proves that the use of this technology solves a whole range of tasks facing modern education.
